Winsted City Council Minutes


JULY 6, 2000


7 P.M.

Present: Floyd Sneer, Tom Wiemiller, Bob Kegler, Jeff Albers, Gary Lenz

Staff: Attorney Fran Eggert, Aaron Reeves, Betty Zachmann

Mayor called the meeting to order.

Lenz motioned to approve the minutes of June 20th as written, Kegler seconded, unanimously carried.

Leonard Juncewski was present with a request the city pay a bill of $4,000.00 for Sanitary sewer installation correction that was done to serve his apartment complexes on Baker Ave. He contends that the elevations were incorrect when engineered by the city which could not service his apartments when completed, and had to hire a contractor to lower the elevation of the service line in order for him to use the line. Information will be gotten for next meeting.

The Clerk presented cost comparisons by going from quarterly billing to monthly billing due to requests by residents since the last meeting. After discussion, Sneer motioned to go to monthly billing, with the customers reading the meter each time the payment is due, beginning with September-October billing cycle. Albers seconded, unanimously carried. Attorney Eggert will prepare an amendment to the Ordinance for next meeting.

In a related matter of second meter for outside water use, Kegler motioned to adopt Resolution No. 340-07-06-00, relating to charges for water fees and second meter permit charges. Lenz seconded, unanimously carried.

The additional costs for electrical work done at the new concession stand in the amount of $4,421.45 were reviewed. Reeves reported there were no additional funds to pay for the costs. Advertising on the building by several contractors was researched by the Baseball team members. After discussion, Albers motioned to pay C.R. Electric $4,421.45 from the sewer fund by "loan", with all advertising fees to be paid back to City, and the fund be paid back at $500 per year for next two years. Kegler seconded, unanimously carried. It is noted that there is an immediate $500.00 that will be paid to the city for advertising.

Kegler motioned to issue a check in the amount of $300.00 to the Southwest Minnesota Foundation, as a partnership fee. Wiemiller seconded, unanimously carried.

Kegler motioned to pay the following bills:

General 1686-1721 $83,526.01

Payroll 3477-3498 $14,861.28

Fire Dept. 3371-3375 735.73

Lenz seconded, unanimously carried.

Peopleservice will be reviewing change costs for the wastewater treatment due the Dairy Farmers plant closing.

Council accepted the resignation of Aaron Reeves as City Administrator, effective July 21st or 28th. Advertising for the position will begin immediately.

A building owned by Millerbernd Mfg. that was formerly occupied by the City is for sale. Due to the lawsuit in progress with the State of Minnesota and Winsted Preservation Society and the old city hall building, Attorney Eggert recommended the council hold a closed meeting to discuss options of the old building and possible purchase of another building. Wiemiller motioned to call and hold a closed meeting on Tuesday, Aug. 15th at 5:30 PM, City Hall (or alternate date of Monday, Aug. 14th) prior to the regular council meeting. Albers seconded, unanimously carried.

No other action was taken. Lenz motioned to adjourn the meeting, Albers seconded, unanimously carried.
