Winsted City Council Minutes
AUG. 3, 1999
Present: Floyd Sneer, Jeff Albers, Tom Wiemiller, Bob Kegler, Gary Lenz Staff: Aaron Reeves, Betty Zachmann
Mayor called the meeting to order.
Kegler motioned to approve the minutes of July 20 and 27 as written, Lenz seconded, unanimously carried.
Fr. Paul, Holy Trinity Parish was present to propose a joint venture with the City and Holy Trinity and/or Howard Lake-Waverly-Winsted Schools for a Community Center, which could include swimming pool, weight room, racket ball courts, walking track, and nutrition site. Council was open to the idea, and will have Attorney Eggert research for additional information, since Holy Trinity stated they have the land available.
With the library lease in effect until Feb. 2002, Lenz motioned to enter into the lease at $600.00 per month. Kegler seconded, unanimously carried.
Review of overtime paid, and part-time paid for the past years was done, relating to a 4th Maintenance person. It was decided to not pursue a 4th person at this time.
Due to change in the amount of the '99 Water Improvements, Kegler motioned to amend Resolution No.314-07-26-99, increasing the loan issue to $463,200.00. Wiemiller seconded, unanimously carried.
Reeves reported he had sent out 15 Request for Proposals (RFP'S) for architectural engineering of the City Hall.
Reeves presented a salary schedule for city employees. No action was taken.
Wiemiller motioned to pay the following bills:
General, 9672-9721 $113,678.19
Payroll, 3091-3107 $11,317.32
Fire Dept., 3190-3197 $9,358.32
Lenz seconded, unanimously carried.
A replacement for the Maintenance position was discussed. Reeves recommended hiring Damon Thompson at $12.00 per hour, beginning immediately. Albers made the motion, Kegler seconded, unanimously carried.
A firm had proposed a manufacturing plant on 30 acres of land in the Industrial Park. Additional information is being submitted for consideration at a special meeting of the council.
A special meeting will be called for Tuesday, Aug. 10 at 4:00 o'clock PM, to discuss the proposal further. Said meeting may be continued to Aug. 13, at 4:00 o'clock PM, if needed.
Lenz motioned to adopt Resolution No. 318-08-03-99, Granting Off Premises Gambling for Holy Trinity Church/School. Wiemiller seconded, unanimously carried.
Kegler motioned to grant Ducks Unlimited permission to hold raffles at the Annual Banquet on Sept. 14, 1999. Albers seconded, unanimously carried.
Wiemiller motioned to adjourn, Kegler seconded, unanimously carried.
