Winsted City Council Minutes

AUGUST 4, 1998


7 P.M.

Present: Bonnie Quast, Gary Lenz, Bob Kegler, Mark Ollig, Attorney Eggert

Absent: Don Guggemos

Deputy Mayor called the meeting to order.

Lenz motioned to approve the minutes as written. Kegler seconded, unanimously carried.

Tom Sierie, of F & L Management was present to discuss Phase III of the McLeod County HRA affordable housing developments. Sierie had received preliminary approval of Phase Ill, and was present to ask the City if it might be interested in attaining several 2 bdrm/garage-single story units. Members would review existing units and act on the request at its next meeting.

Underground gas tank removal was done, noting that both sites had some contaminated soil, which was reported to MPCA. The City is waiting for comments and the process it will be required to follow.

Engineers, RCM, and Bill Gilk, developer of Winsted on the Lake, informed the City that the contract for improvements was completed.

The Personnel Committee will interview the persons that applied for the Administrator position, and bring back recommendation at the next meeting.

Lenz motioned to approve a $ .25 per hour increase in salary for both the payroll and utility clerks, retroactive to their anniversary date, and approving permanent part time positions. The 3rd position of Maintenance person was approved as a permanent position, with salary review in December. Ollig seconded, unanimously carried.

Kegler motioned to approve a gambling license to Ducks Unlimited on Sept. 15th at the Blue Note, Winsted. Lenz seconded, unanimously carried.

Lenz motioned to approve the Final Plat of the industrial park, empowering the Mayor and clerk to sign, Kegler seconded, unanimously carried.

Ollig motioned to grant a 3.2 Non-intoxicating license to Keg's Softball Team, for the 7th, 8th and 9th of August, until 10:00 PM at Barrett Field. Lenz seconded, unanimously carried.

Upon discussion and review, Kegler motioned to accept the Annual Evaluation and Planning System Report from MPCA, Lend seconded, unanimously carried.

Ollig motioned to adopt Resolution Nos. 290, 291 and 292 (08-04-98) approving Off Premises Gambling to the Winsted Fire Department Relief Ass'n., at:

No. 290 Keg's Bar, Winsted, Mn.

No. 291 Bailey's Bar & Grill,

Winsted, Mn

No. 292 American Legion,

Winsted, Mn

Kegler seconded, unanimously carried.

Lenz motioned to allow the Clerk to instruct RCM to establish an easement area for storm sewer on the Tom Thumb property, Kegler seconded, unanimously carried.

Lenz motioned to pay the following bills:

Ollig seconded, unanimously carried.
