PUBLIC HEARING PRELIMINARY BUDGET FOLLOWED BY REGULAR MEETING

SEPT. 5, 2000

CITY HALL

6 P.M.

Present: Floyd Sneer, Tom Wiemiller, Bob Kegler, Gary Lenz, Jeff Albers

Staff: Matt Podhradsky, Betty Zachmann, Attorney Eggert

Mayor called for the public hearing. Introduction of Matthew Podhradsky as City Administrator was given.

Discussion of the proposed preliminary tax levy and bond debt for 2001 was discussed.

Podhradsky presented several options of increasing the levy by a percentage from the previous year. With the additional new construction and increased market values, a proposed 4 percent increase would not effectively increase the current tax rate.

After discussion, Albers motioned to adopt Resolution No. 344-09-05-00, Establishing the Preliminary Tax Levy for the year 2001 at:

General Levy $365,970.00

Bonded Indebtedness $203,000.00

Lenz seconded, unanimously carried.

Albers motioned to close the public hearing, and open the regular meeting. Kegler seconded, unanimously carried.

Mayor called the regular meeting to order.

Kegler motioned to approve the minutes as written, Lenz seconded, unanimously carried.

Lenz motioned to table the South Lake Ditch cleaning issue at this time, Kegler seconded, unanimously carried.

Due to conflict of dates, Wiemiller motioned to change the Truth & Taxation meeting to Wednesday, Dec. 6 at 7:00 P.M., with continuation on Dec. 14, if needed. Albers seconded, unanimously carried.

Albers motioned to table further discussion on proposed purchase of the 6th St. So. building. Lenz seconded, unanimously carried.

A replacement for the Economic Development Authority position was discussed. Kegler motioned to advertise until Sept. 15 for interested persons to fill the position. Lenz seconded, unanimously carried.

Albers motioned to hold the next regular meeting on Monday, Sept. 18, at 7:00 P.M. Kegler seconded, unanimously carried.

Wiemiller motioned to appoint the Administrator as Data Compliance Official for the City of Winsted. Kegler seconded, unanimously carried.

Wiemiller motioned to apply for the aeration permit for Winsted Lake. Kegler seconded, unanimously carried.

Sale of a lot in the Industrial Park was discussed. A proposed tenant is interested in purchasing a lot outright from the city. It was recommended that staff research and get additional information with a value for the 5-acre parcel. Building contingencies would be a part of a possible purchase.

Albers motioned to require Ram Builders to remove the stock-piled dirt which may be located on city property, by Oct. 31. Lenz seconded, unanimously carried.

Wiemiller motioned to pay the following bills:

General 1813-1874 $171,082.57

Payroll 33543-3365 $9,216.50

Fire Dept.3396-3398 $332.10

Kegler seconded, unanimously carried.

After discussion by members, Wiemiller motioned to change the job description of the Payroll clerk to have the City Clerk-Treas. become the supervisor of this position. Kegler seconded, unanimously carried.

A request from the audience related to Mediacom supporting the fast Internet service will be looked into.

Kegler motioned to adjourn the meeting. Lenz seconded, unanimously carried.
