Deputy Mayor called the meeting to order.
Kegler motioned to accept the minutes as written, Albers seconded, unanimously carried.
Proposals for architectural design of the old city hall was discussed. Since four firms were specialized in this work, costs were very expensive. Discussion by members was a consensus to use the old design plan and update costs. Proposed to Bonestroo, Rosene, Anderlik Ass'n., for an amount of $5,000, to provide services to do cost estimates for update old hall, and erect new offices; tear old one down, build all new, use existing and add new addition.
Dan Boyum, Bonestroo presented bids for Improvements at the Industrial Park. Bids received were:
Litzeau Excavating $90,373.25
Widmer, Inc. $95,597.50
Randy Kramer Exca $100,466.94
Quam Constr. $111,481.00
GM Contracting $188,581.22
Upon recommendation of Bonestroo, Wiemiller motioned to accept the bid from Litzeau Excavating, in the amount of $90,373.25 for water, sewer and street improvements to the Industrial Park, Kegler seconded, unanimously carried.
Representatives of the Baseball Club were present with a request to build a concession/restroom facility at Campbell Field. There were several options proposed for a building. The Baseball club will commit to financial sharing of the costs, in addition to maintaining the facility as in the past. After finance options, and building discussion, Albers motioned the City participate in a joint venture with the Baseball club to build a concession/restroom facility, amount not to exceed $25,000.00, with the City committing $5,000.00 per year toward payment of the loan that the Baseball club will obtain, Wiemiller seconded, unanimously carried.
Kegler motioned to approve a raffle for the Winsted Archery Club, with a prize date of Sept. 1, 2000, Albers seconded, unanimously carried.
Information on costs for a legal opinion related to a joint effort of a Community Center with the City and Holy Trinity was reviewed. After discussion, Wiemiller motioned to hire Kennedy & Graven for $1,500.00 to do a legal opinion on the project, Kegler seconded, unanimously carried. Costs will be shared by Holy Trinity and the City.
Engineering costs for doing a study of the project were also discussed. Wiemiller motioned to have Bonestroo prepare preliminary designs with estimates in the amount of $8,700.00, costs to be shared, Albers seconded, unanimously carried. Billing will be incurred in 2000.
A map of improved and unimproved alleys was reviewed. With some changes needed, the map and final draft of the Alley Ordinance will be submitted at the next meeting.
Performance evaluation and salary schedule will be brought to the next meeting.
Estimated costs incurred by the City for improving County Rd. 1 (6th St. No.) to the County line would be $77,000.00. Kegler motioned to accept an amendment with McLeod County and their engineers, BRW, Inc., to proceed with the project, with the City reimbursing the County for its share of the costs, Albers seconded, unanimously carried.
Council agreed to block a portion of Main and 3rd St. to allow for construction of the water line extension.
Wiemiller motioned to grant a parade permit to Holy Trinity Schools on Oct. 8th and 9th, Kegler seconded, unanimously carried.
Public Works Director Pat Radtke, will pursue costs of a different truck/plow for the coming year, due to the the present vehicle not meeting MnDOT Inspection.
Wiemiller motioned to pay the following bills:
General 9779-9858 $125,526.60
Payroll 3123-3139 $10,494.31
Fire Dept. 3198-3207 $320.63
Kegler seconded, unanimously carried.
The proposed Budget for 2000 was reviewed by line item. Several requests were reduced, and information was provided on contracting police services with the County. After proposing to transfer $50,000 from closed bond funds to the General Fund and deducting $19,350 in requests, Kegler motioned to adopt Resolution No. 320-09-07-99, certifying a Preliminary Tax Levy in the amount of:
General Levy $332,700.00
G.O. Bond & Interest $181,950.00
Tax Levy $514,650.00
authorizing the Deputy Mayor and Clerk to execute, Albers seconded, unanimously carried.
Albers motioned to adjourn the meeting, Wiemiller seconded, unanimously carried.
