REGULAR MEETING

OCT. 5, 2000

CITY HALL

7 P.M.

Present: Floyd Sneer, Gary Lenz, Jeff Albers, Tom Wiemiller, Bob Kegler

Staff: Attorney Eggert, Admstr. Matt Podhradksy, Clerk Betty Zachmann

Mayor called the meeting to order.

Kegler motioned to accept the minutes as written, Albers seconded, unanimously carried.

Albers motioned to hold a public hearing on Nov. 8th at 7:00 p.m. for the purpose of acting on regulating of Sump Pump Ordinance. Lenz seconded, unanimously carried.

Attorney Eggert stated Millerbernd's need a decision with the building they had offered to the city for purchase. After discussion, Sneer motioned to cancel the purchase at this time. Kegler seconded, unanimously carried.

Mayor Sneer reported on the ad hoc committee that was pursuing a site for the proposed new public high school, along with some of the options that the committee has offered.

Albers motioned to call for a public hearing on Nov. 8th at 7:15 p.m. to establish rate fees for second water meters by Resolution instead of by Ordinance. Lenz seconded, unanimously carried.

Mediacom relayed to the Administrator that free fast Internet access through cable is not offered to private schools, although some reduced price may be offered.

Maintenance proposed a change to the procedures used for sealing water meters. It was recommended the licensed plumber seal the meters. Discussion of who, then, would inspect the lines, etc. pursued. Additional information will be gotten. It was noted that all meters be installed by licensed plumbers.

Albers motioned to call for a public hearing on Nov. 8th at 7:25 p.m. to establish a Business Subsidy Criteria. Wiemiller seconded, unanimously carried.

Wiemiller motioned to approve the contract for employment with Matt Podhradsky. Kegler seconded, unanimously carried.

Wiemiller motioned to call a public hearing for Nov. 8th at 7:30 p.m. for the purpose of Amending the Zoning Ordinance, and require certificate of survey, site survey and elevations for utilities as part of the building permit application. Kegler seconded, unanimously carried.

Wiemiller motioned to adopt Resolution No. 344B, approving the Off Site Gambling of Winsted Fire Dept. Relief Assn, for pull tabs. Kegler seconded, unanimously carried.

Kegler motioned to grant golf carts on certain city streets on Oct.21st for a wedding. Albers seconded, unanimously carried.

Albers motioned to grant overtime to the Clerk until such time the Receptionist/Data Entry person is hired. Lenz seconded, unanimously carried.

Albers motioned to pay the following bills:

General 1931-1974 $59,044.53

Payroll 3576-3597 $13,500.86

Fire Dept. 3576-3597 $1,072.09

Wiemiller seconded, unanimously carried.

Attorney Eggert reported that Northern States Power Company has cleared up a legal description of its property located on 6th St. So. (NSP Substation) after several years, and has now petitioned the City for Annexation. Kegler motioned to accept the Petition for Annexation from NSP; Albers seconded, unanimously carried; and instructed Attorney Eggert to proceed with the process.

Wiemiller motioned to adjourn, Kegler seconded, unanimously carried.
