Winsted City Council Minutes

REGULAR MEETING

Oct. 19, 1999

CITY HALL

7 P.M.

Present: Floyd Sneer, Gary Lenz, Jeff Albers, Bob Kegler, Tom Wiemiller

Staff: Attorney Eggert, Aaron Reeves, Betty Zachmann

Mayor called the meeting to order.

Kegler motioned to accept the minutes of Oct. 5th as written, Albers seconded, unanimously carried.

An updated salary schedule was presented to council by Reeves, tabled for review by employees.

Reeves stated bid for advertising was published, and bids will be accepted for a dump truck. A plow and wing may be added later.

SEH-RCM, Engr Cynthia Moller-Krass was in attendance with information and possibilities of wastewater costs. The cost to place the pond system back to use was prohibitive, with an estimated cost of $4.3M, along with the fact that the upgrade and design to a mechanical plant in 1986 was subsidized with state and federal funds, and because the mechanical plant was only 12 years old, the City could risk having to pay back funds from that project. Reeves, RCM, Mayor and Attorney met with D.F.A. prior to council.

After discussion, Wiemiller motioned to purchase Y2K insurance in the amount of $870.00 annually for two years, to the League of MN Cities. Lenz seconded, unanimously carried.

After a request to have brush site open by a yard business, Council will allow the site open, unattended, Mon-Fri from 8 a.m.-3:30 p.m., and the regular scheduled days, until Nov. 15th.

Due to November elections, Wiemiller motioned to hold the regular meeting on Monday, Nov. 1, at 7:00 p.m. Lenz seconded, unanimously carried.

Lenz motioned to donate $500.00 to the Civic & Commerce for winter promotion. Kegler seconded, unanimously carried.

Wiemiller motioned to pay the following bills:

General 9954-10014 $176,693.42

Payroll 3181-3192 $9,027.23

Fire Dept. 3228-3234 $6,409.77

Kegler seconded, unanimously carried.

Albers motioned to donate $50.00 to HLWW, FFA - Camp Courage. Lenz seconded, unanimously carried.

Kegler motioned to approve Aaron Reeves for signature card at Community Bank. In absence of clerk, Lenz seconded, unanimously carried.

SEH-RCM Engr, Krass presented to the Council problems with a section of sanitary sewer trunk line running along the lake that is causing sewer back up in portions of that area due to tree root intrusion. Open, cut, full repair, and lining existing were options available, but due to the large amount of trees that are on the easement, most cost effective would be to Line the trunk line with a plastic PVC, after cleaning out the existing clay tile that is there.

Estimated cost of lining approximately 1,600 ft. is $89,000.00, which requires bidding. Lenz motioned to proceed with having the engineer prepare plans and specifications, and proceed with the bidding process, so work can begin early spring, with payment coming from the sewer fund. Kegler seconded, unanimously carried.

Kegler motioned to adjourn, Lenz seconded, unanimously carried.
