Winsted City Council Minutes


NOV. 16, 1999


7 P.M.

Present: Floyd Sneer, Gary Lenz, Jeff Albers, Bob Kegler, Tom Wiemiller

Staff: Attorney Eggert, Betty Zachmann, Chief Henrich, Public Works Director Radtke, Patrolman Schott, Sec. Rose Halloran

Absent: Aaron Reeves

Mayor called the meeting to order.

Lenz motioned to accept the minutes as written, Wiemiller seconded, unanimously carried.

Lenz motioned to approve a letter, as written, to the School District, addressing concerns regarding the existing Winsted Elementary school, Albers seconded, unanimously carried.

Ordn. 99-08 Impounding of vehicles was tabled by request of the City Attorney.

Wiemiller motioned to adopt Resolution No. 324-11-16-99, Authorizing the Execution of Hazardous Materials Emergency Preparedness Grant Agreement. Lenz seconded, unanimously carried.

Quotes for the plow and wing were received by the Administrator. After discussion with Radtke, Lenz motioned to accept the plow and wing quote in the amount of $11,215.00. Wiemiller seconded, unanimously carried.

Lenz motioned to keep the old one- way plow in case of emergency. Wiemiller seconded, unanimously carried.

After review by the Council, Lenz motioned to adopt the Alcohol and Drug Testing Policy. Kegler seconded, unanimously carried.

Mayor Sneer gave information on the request for an accessibility grant for a library. After discussion, Albers motioned to empower the Mayor and Clerk to execute Resolution No. 325-11-16-99, authorizing Reeves to prepare a grant application in the amount of $150,000.00, to make a future library (in old city hall) handicap accessible. Lenz seconded, unanimously carried.

Lenz motioned to pay the following bills:

General 10054-10116 $575,635.60

Payroll 3229-3240 $9,242.50

Fire Dept. 3241-3251 $2,102.89

Kegler seconded, unanimously carried.

In the future, the bill listing will be included in the agenda packet on Friday, as requested by council member Albers.

After discussion with Radtke, Wiemiller motioned to increase the rate for street sweeping to $115.00 per hour, minimum one hour, effective immediately. Albers seconded, unanimously carried.

Lenz motioned to place a 1/4 page ad in the Winter Holiday Advertising guide, in the amount of $98.50. Kegler seconded, unanimously carried.

Work began on the 2000 proposed budget. In order to balance the budget, an additional $12,098.00 needed to be trimmed off the 2nd draft. Going by departments, and trimming excess amounts proposed, the expenses were decreased by $19,650.00.

The 3rd draft will be proposed to the public at the Truth and Taxation Hearing on Dec 9th. at 6:00 p.m., City Hall. Following that hearing, the regular meeting of the council will be held.

There being no further business, Lenz motioned to adjourn, Wiemiller seconded, unanimously carried.
