Winsted City Council Minutes

DEC. 6, 2000

CITY HALL

6 P.M.

Present: Floyd Sneer, Tom Wiemiller, Jeff Albers, Bob Kegler, Gary Lenz

Staff: Attorney Eggert, Matt Podhradsky, Betty Zachmann, Pat Radtke, Mike Henrich

Mayor called for the Public Hearing (Truth In Taxation). Several persons were present, and were given an opportunity to ask questions.

Administrator Podhradsky presented to the Council the proposed budget that the employees were recommending, with decreases in the respective departments, producing a reserve allocation. The decreases of original requests, and the recommended amounts was reviewed with explanations.

After reviewing the budget, and establishing a reserve allocation for 2001, the council will act on the entire budget levy at its next meeting of Dec. 19, 2000 at 7:15 PM. There were no negative comments received, either oral or written. Wiemiller motioned to close the Truth in Taxation hearing, Kegler seconded, unanimously carried.

Mayor then called the regular meeting to order.

Lenz motioned to accept the minutes as written, Albers seconded, unanimously carried.

Public Hearings:

7:00 PM

Albers motioned to adopt Ordinance 00-06, Annexing Certain Property to the City of Winsted, (currently owned by Northern States Power), Kegler seconded, unanimously carried.

7:15 PM

The Planning Commission recommended minimum rear yard setbacks of 25 ft., in an R-l, R-2, R-3, since the City did not have any. Discussion then became lengthy, primary and accessory buildings, variance requests, alleys and definitions were included. No action was taken, given back to the Plan. Commission for more clarity. Wiemiller motioned to close the public hearings, Kegler seconded, unanimously carried.

Attorney Eggert explained the agreement that had been drawn up between the City and Dairy Farmer's of America regarding errors in legal descriptions, vacated property, and easements that had been assigned to DFA previously. The facility may be sold, and necessary documents need to be drawn to assign the easement and clear title legal details. After explanation, Wiemiller motioned to approve the Settlement Agreement with Dairy Farmer's of America, as presented by Attorney Eggert, empowering the Mayor and Clerk to sign the Agreement and Quit Claim Deed. Kegler seconded, unanimously carried.

Albers motioned to hold a workshop with McLeod County Highway Department at 6:00 PM, Dec. 19th, related to the improvements being proposed on 6th St. No. (County Rd #1) to the County line. Lenz seconded, unanimously carried.

Wiemiller motioned to pay the bills as presented:

General 2123-2264 $94,667.79

Payroll 3634-3642 $9,569.82

Fire Dept. 3437-3443 $3,903.82

Kegler seconded, unanimously carried.

Albers motioned to adjourn, Kegler seconded, unanimously carried.
