Wright County Board Minutes
JUNE 25, 2002
The Wright County Board met in regular session at 9:00 A.M. with Mattson, Eichelberg, Sawatzke, Jude, and Russek present.
Eichelberg moved to approve the minutes of 6-18-02, seconded by Jude, carried 4-0. Mattson abstained from the vote as he was not present at the last meeting.
Petitions were accepted to the Agenda as follows: Consent Agenda Item A4, "Approve Hire, Kathleen Freese, Technical Project Leader, Eff. 6-24-02 (Class G, Step 3)" (Norman); Consent Agenda Item B2, "On Sale Beer License Renewal, Albion Ridges Golf Course (Albion Twp.)" (Gooler); Aud./Treas. Item #3, "On Sale Liquor License Renewal for Monte Club, Monticello Twp." (Gooler); Item For Consid. #1, "Schedule Personnel Committee Meeting" (Russek); Item For Consid. #2, "Resolution Authorizing Signatures On Agreement With Department Of Public Safety For Use Of Space For Six Months" (Norman); Item For Consid. #3, "Quad County Meeting Announcement" (Norman); Item For Consid. #4, "Building Committee Concern" (Mattson). Sawatzke moved to approve the Agenda as amended, seconded by Eichelberg, carried unanimously.
On a motion by Eichelberg, second by Mattson, all voted to approve the Consent Agenda as amended:

1. Approve Phone System Maintenance Agreements With Hickory Tech (1-Public Works; 1-Government Center/HS Center).
1. Acknowledge Appointment, Joshua Hinton, Deputy Sheriff, Eff. 7-1-02 (Grade 5).
Gloria Gooler, Auditor/Treasurer's Office, presented a request for approval of an on sale liquor license renewal for Harley's Pub & Eatery (Rockford Twp.). Paperwork was mailed to all applicants for renewal in March. However, the new owner is faced with a time line that requires approval today or a special meeting would have to be called to do so without allowing the license to expire. The license renewal has been approved by the Sheriff and County Attorney but lacks the approval of the Township as they do not meet until this evening. Jude moved to approve the license contingent upon approval from the Township and State Liquor Control Division, seconded by Mattson, carried 5-0.
Gooler presented a request for approval of an on sale liquor license renewal for the Monte Club (Monticello Twp). Gooler said the application has been signed by the Sheriff and County Attorney but Monticello Township does not meet until July 1st. The license expires 6-30-02 and the owner of the Monte Club has assured Gooler that he would not sell liquor until the renewal has been approved by the Township and the State. Sawatzke moved to approve the renewal contingent upon approval by Monticello Township and the State Liquor Control Division, seconded by Eichelberg, carried 5-0.
The claims listing was reviewed. Bob Hiivala, Chief Deputy Auditor/Treasurer, said one claim to AT&T ($2,497.55) was added to the listing and allocated to all departments. Eichelberg moved to approve the claims as listed in the abstract, subject to audit. The motion was seconded by Jude and carried unanimously.
On a motion by Sawatzke, second by Eichelberg, all voted to establish a Personnel Committee meeting on 7-2-02 at 10:30 A.M.
Jude moved to adopt Resolution #02-37 authorizing signatures on an agreement with the Department of Public Safety extending their lease agreement for space rental in the Government Center through 12-31-02. The same terms and conditions will apply. The motion was seconded by Eichelberg and carried 5-0 on a roll call vote.
Richard Norman, County Coordinator, was notified by the Sherburne County Administrator of a Quad County Meeting which they will be hosting on 7-30-02. An agenda is forthcoming.
Mattson voiced concern with the short term remodeling project discussed by the Building Committee at their last meeting. Mattson said the relocation of the office of Veterans Service/Civil Defense should be the top priority. He did not feel another department within the County would work within those space parameters and a portion of the funding available for short term remodeling should be utilized to move this office at the earliest convenience. Russek responded that this office has been identified as a top priority. Jude felt the office could be moved into the vacant Court Services space and any future remodeling could be done around them. Sawatzke questioned why the Committee would roll the short term remodeling funding into a bond issue. The seven most critical items as identified by the architect last year would cost $545,000 and could be covered by the money saved through refinancing the bonds. Norman responded that the figure was an estimate and based upon costs in August, 2001. The figure does not reflect costs such as owners representative, building permits, voice/data wiring, furniture, window blinds, file storage, energy conservation, etc. Norman said those were preliminary estimates and that the Board would be involved with decisions associated with design and construction costs in the future.
Bescye Burnett, GRRL Director, provided an overview of the GRRL's 2001 Audit, Annual Report, 2002-2005 Strategic Plan, and Proposed Budget for 2003. Mattson moved to accept the report, seconded by Eichelberg, carried 5-0.
