Wright County Board Minutes
AUGUST 12, 2003
The Wright County Board met in regular session at 9:00 A.M. with Eichelberg, Heeter, Mattson, Russek and Sawatzke present.
Mattson moved to approve the minutes of 8-5-03, seconded by Sawatzke, carried 4-0 with Russek abstaining as he was not present at the meeting.
Petitions were accepted to the Agenda as follows: under Auditor/Treasurer, #4. "Ditch #10 Culvert" (Mattson); Item Of Consideration #4. "Wright County Fair Update" (Heeter); #5. "EMS Committee Appointment" (Heeter); #6. "Compost Facility Tour Report" (Eichelberg). Heeter moved to approve the Agenda as amended, seconded by Russek, carried 5-0.
Norman requested B.1, "Authorize Sergeant Pay For A Deputy Temporarily Assigned To Work Out Of Classification" be pulled from the Consent Agenda and referred to the Negotiation Committee. Sawatzke moved to refer B.1. to the Negotiation Committee and to approve the remainder of the Consent Agenda, seconded by Russek, carried 5-0.

Gruber presented a request from the City of Buffalo for waiver of the 30 day notification requirements for TIF District #17. The City has scheduled a public hearing for 8-18-03. Waiver of the 30-day notification requirement would shorten the time frame and allow construction to begin earlier. Russek moved to waive the 30 day notification requirement, seconded by Heeter, carried 5-0.
Gruber reported the appointment of John Tracy to the Clearwater River Watershed District Board expires 8-13-03. A notice was published in the Clearwater paper and letters of interest were received from three individuals, including Mr. Tracy. Mattson moved for Sawatzke, Heeter and Gruber to conduct interviews with the three interested individuals with date and times to be determined , seconded by Heeter, carried. 5-0.
At last week's meeting, Mattson reported on blockage of a field culvert on Ditch #10 caused by a beaver dam. Mattson stated three photos showing one side is completely blocked have been given to Gruber. Gruber felt cost would be minimal to have a contractor remove the debris from the ditch. Mattson moved to authorize Gruber to have this portion of the ditch cleaned out, seconded by Russek, carried 5-0.
Gruber presented the claims listing for review. On Page 11, it was clarified a claim in the amount of $16,906.08 to Lab Safety Supply, Inc. is related to a security grant. Mattson moved to approve the claims listing subject to audit, seconded by Russek, carried 5-0.
A request has been received to schedule a combined meeting with the City of Buffalo, Buffalo Township and District 877 representatives September 17, 2003 at 6:00 P.M. at the Buffalo City Hall. Heeter stated the City has asked to change the time to 5:00 P.M. due to a schedule conflict. The purpose of the combined meeting is to discuss the stop light by the school, growth issues, and ways the County and the other entities can work together. Heeter moved to schedule the meeting on 9-17-03 at 5:00 P.M., seconded by Russek, carried 5-0.
Brian Asleson, Chief Deputy Attorney, referenced discussion at the 7-29-03 Board Meeting to draft a resolution regarding the CROW - Clean Water Partnership Phase II Grant Application. Wright County's cash match would be a total of $18,990 during the period of 2004 - 2006 if the grant is awarded. Mattson moved to lay the resolution over for further discussion, seconded by Heeter. Russek indicated the application deadline may be September 1st and will require a resolution of support from the County. Motion carried 5-0.
At the 7-29-03 Board Meeting, the Mid-MN Mississippi River RC&D By-Laws were laid over for review by Asleson. At today's meeting, Asleson reported he has been in contact with Larry Nelson and will be assisting in the drafting of the by-laws. Asleson will provide Russek with proposed language revisions for the next meeting of the Mid-MN Mississippi River RC&D on 8-21-03.
Heeter reported on receipts and attendance at the 2003 Wright County Fair. Total attendance figures for 2003 were 45,000 which was up from 38,000 in 2002, but significantly lower than the 59,000 in 2001. It was noted attendance is dependent upon weather conditions. It was felt the Fair was successful and that overall comments have been positive. Mattson noted some concerns were expressed regarding the length of the tractor pull event.
Heeter moved to appoint Greg Stassen, Rockford, as the EMS Committee replacement for Mike Reid whose term is expiring, seconded by Russek, carried 5-0.
Eichelberg reported that Heeter, Chuck Davis, Environmental Health Supervisor, and he toured the Chamness Technology, Inc. compost facility. Chamness Technology, Inc. and the City of Hutchinson have submitted proposals for composting at the Wright County compost facility and are in the process of being reviewed by the Committee Of The Whole and Solid Waste Task Force.
