Wright County Board Minutes

DECEMBER 24, 2007
The Wright County Board met in regular session at 9:00 a.m. with Sawatzke, Heeter, Mattson, Russek, and Eichelberg present.
On a motion by Heeter, seconded by Eichelberg, all voted to approve the Agenda as presented.
On a motion by Eichelberg, seconded by Heeter, all voted to approve the minutes of 12-18-07 as presented.
The Consent Agenda was discussed. Sawatzke questioned whether Consent Item B1, “Refer to Personnel Committee Highway Accountant Position” was to discuss a job description reevaluation of an existing position. Dick Norman, County Coordinator, stated yes. On a motion by Heeter, seconded by Eichelberg, all voted to approve the Consent Agenda as presented.

Bob Hiivala, Auditor/Treasurer, submitted the claims listing for approval. He thanked the Board for calling a special Board Meeting to approve the claims, as these would have been claims paid in 2008 for 2007 expenses. The claims’ listing was discussed. Norman referred to page 17 of the claims listing, Michael MacMillan, $1,521.93 for mileage reimbursement. He questioned whether this amount was for an entire year of mileage. Hiivala referenced the claim and stated that the claim represented mileage from January, 2007 to December 7, 2007. Sawatzke moved to approve the claims as listed in the abstract, subject to audit. Heeter seconded the motion. Heeter stated that she could see why there would be a concern on an end-of-the-year mileage reimbursement if there had been a mileage rate change within the year. Norman stated that Human Services has a policy that requires a mileage claim to be submitted within a certain period. The motion carried 5-0. Hiivala noted that he does not believe the Board approved an accounting policy requiring claims for mileage reimbursement to be submitted in a timely manner. He stated that if the Board chooses to, he could review the Human Services policy and make a recommendation to the Board. He stated that his Office does take care to reimburse for mileage at the appropriate rate.
