WRIGHT COUNTY BOARD MINUTES
JANUARY 3, 2012
Bob Hiivala, County Auditor/Treasurer, called the meeting to order and asked for an election of the Chairperson for the coming year. On a motion by Sawatzke, second by Eichelberg, all voted to elect Thelen as Chairperson for 2012 and then Commissioner Thelen presided at the meeting.
On a motion by Russek, second by Mattson, all voted to elect Eichelberg as Vice Chairperson for 2012.
On a motion by Russek, second by Mattson, all voted to dispense with the reading of the minutes of 12-27-11 and approve them as written/revised.
On a motion by Eichelberg, second by Sawatzke, all voted to transfer back any unused funds in the County Attorney’s Contingency Fund, the Sheriff’s Contingency Fund, and the Incidental Fund to the General Revenue Fund.
On a motion by Russek, second by Mattson, all voted to recall all unused clerk hire and unused budgets for 2011.
On a motion by Mattson, second by Eichelberg, all voted to set the County Board’s regular sessions for every Tuesday for 2012. The meetings shall be called to order at 9:00 A.M.
The Chairperson presented the 2011 list of committee memberships and asked the members of the County Board to convey their preferences and suggestions regarding committee designations for 2012.
On a motion by Mattson, second by Russek, all voted that the appointments of committees for 2012 be made by the Chairperson with the approval of the Board and that the first member named act as Chairperson of the Committee and the County Coordinator act as Secretary. Alternates are designated on the Committee by ( ).

1. Approve Renewal Of 2012 Tobacco Licenses For: SuperAmerica #4479, Broadway Kwik Stop (Monticello City); SuperAmerica #4267 (St. Michael City).
Bob Hiivala, Auditor/Treasurer, requested approval of a temporary On-Sale Liquor License for Maple Lake Property Owners Association for a One-Day Annual Event on 2-04-12 (Surface Ice Of Maple Lake). The application was submitted by Greg Thomes. Mattson moved to approve the request, seconded by Russek, carried unanimously.
Hiivala requested approval of an Election Services Agreement With Synergy Graphics. The Agreement has been reviewed by the County Attorney’s Office and covers a four-year period. Synergy Graphics provides election material supplies and services. Eichelberg moved to approve the Agreement, seconded by Mattson, carried 5-0.
On a motion by Russek, second by Mattson, all voted to approve the claims as listed in the abstract, subject to audit.
The Association of Minnesota Counties (AMC) is hosting a Leadership Development Academy on 1-26-12 and 1-27-12 at the MCIT Building in St. Paul. The cost is $150. Eichelberg moved to authorize attendance, seconded by Russek, carried 5-0.
AMC is requesting confirmation of the AMC 2012 Policy Committee Appointments. Eichelberg made a motion to keep the current appointments as follows, seconded by Russek:

The motion was amended to include listing the following as AMC 2012 Delegate Appointments: Rose Thelen, Pat Sawatzke, Jack Russek, Elmer Eichelberg, Dick Mattson, Richard Norman, Bob Hiivala, and Wayne Fingalson. Mattson questioned whether a Delegate should be appointed to the Public Safety Policy Committee. AMC’s guidelines state that, “Each county can appoint one commissioner or county official to each of five policy committees. Each county must have at least one member appointed to a policy committee. No policy Committee member can be on more than one Policy Committee.” Russek serves on the AMC Ag Task Force. They have not received the authority to come up with a platform, but they can present items to the various Policy Committees. The motion was amended to include designating Russek as the Delegate to the Public Safety Policy Committee. The motion carried 5-0.
