Wright County Board Minutes

NOVEMBER 9, 1999

The Wright County Board met in regular session at 9:00 A.M. with Mattson, Eichelberg, Sawatzke, Jude, and Russek present.

Russek moved to approve the minutes of 11-2-99 as presented, seconded by Mattson, carried unanimously.

Petitions were accepted to the Agenda as follows: Aud./Treas. Item #2, "Former Cokato Bakery Property" (Mattson) Aud./Treas. Item #3, "County Ditches In Urban Areas Meeting" (Gruber); Hwy. Engineer Item #4, "Resolution authorizing the County Surveyor's Office to prepare a ROW Plat for the realignment of CSAH 8 West of Waverly" (Sawatzke); Item For Consideration #3, "Lake Charlotte LID" (Russek). Jude moved to approve the Agenda as amended, seconded by Russek, carried 5-0.

The Consent Agenda was discussed. Jude referenced Item A2, "Claim, E.M. Branstrom, Arch. Services, Heritage Center Expansion, $7,998.85" and inquired who will be monitoring payment of the claims relating to the project. Discussion included the Architect's responsibility for verification that the work was completed to specifications and having a representative from the Heritage Center sign the requests for payment. Richard Norman, County Coordinator, indicated that the claim on today's Consent Agenda was in order for payment as it was for billing through the bid phase of the project. On a motion by Jude, second by Eichelberg, all voted to approve the Consent Agenda with the understanding that the process for payment of bills for the Heritage Center will be brought back for approval by the Board.

3. Set Truth In Local Taxation Public Hearing, 7:00 P.M., December 2, 1999.


1. Approve Tobacco License Renewals: The Wave (Waverly City) and Quik Shop (Rockford City).


1. Deny Request To Rezone From AG To R-2, Gary L. DesMarais (Buffalo Twp.).

2. Approve Request To Rezone From AG To B-2, James Ledwein (Corinna Twp.).


1. Promotion of Heather Becker from Clerk to Clerk II, Eff. 11-10-99 (Step B-4).

Mattson was contacted by an individual interested in potentially purchasing the property formally known as the Cokato Bakery property. Russek moved to request that the Tax Forfeit Committee obtain the appraised value of the property and that a minimum bid price be established. Motion carried 5-0 on a second by Jude.

Doug Gruber, Auditor/Treasurer, referenced a meeting he attended in September relating to County Ditches in Urban Areas. Subsequently, material was received from the Sherburne County Auditor and distributed to the Board relating to a proposed draft for possible legislation. Gruber said another meeting will be held on 11-17-99 at 9:30 A.M. in Sherburne County to review the draft. Mattson moved to authorize attendance at the meeting, seconded by Russek, carried 5-0.

On a motion by Russek, second by Eichelberg, all voted to approve the claims as listed in the abstract, subject to audit.

Wayne Fingalson, Highway Engineer, requested that the agenda item, "Award Contract 9910 for Temporary Traffic Signal System in St. Michael" be pulled from the Agenda. Fingalson discovered that the maintenance agreement for the signal between the City, County and State has not been received. Eichelberg moved to lay this item over until the Agreement is presented to the Board for approval, seconded by Mattson, carried unanimously.

Fingalson requested the Board set a Transportation Committee meeting to discuss the following items: 1) Discuss proposal from developer for alignment changes to CSAH 7 in City of Clearwater; 2) Discuss utility relocation issue for CSAH 19; 3) Discuss State's New Policy RE: Traffic Signal Funding. On a motion by Jude, second by Russek, all voted to schedule a Transportation Committee Of The Whole meeting for 11-30-99 at 9:00 A.M., Public Works Building.

Jude moved to authorize the Right Of Way Agents to obtain appraisals for "excess" right of way parcels along CSAHs 7 & 75 in the Clearwater area. Motion carried 5-0 on a second by Eichelberg. Fingalson said the appraisals will be performed by County Right Of Way personnel and will benefit discussions at the 11-30-99 Transportation Of The Whole meeting.

On a motion by Mattson, second by Russek, roll call vote was unanimous to adopt Resolution #99-61 allowing the County Surveyor's Office to prepare a Right-Of-Way Plat for the realignment of CSAH 8 West of Waverly.

Correspondence was received from the Association of Minnesota Counties (AMC) requesting that the County Board proclaim November 15, 1999 as "America Recycles Day." AMC is encouraging counties to publicize the excellent recycling programs established, the growth of markets for recyclable materials, and the importance of buying recycled materials. Mattson moved to declare November 15, 1999 as "America Recycles Day" in Wright County, seconded by Russek, carried 5-0.

Correspondence was received from Ken Behringer, Director of the Great River Regional Library. The term of Pat Sawatzke on the GRRL Board of Trustees will expire 12-31-99. Sawatzke served two full terms in addition to a partial term and will be ineligible for reappointment. Norman was directed to inform Behringer that a reappointment will be made at the 1-4-00 County Board meeting. A meeting of the GRRL Board of Trustees will be held the second Tuesday in January 2000.

Russek announced that the Lake Charlotte LID will hold their annual meeting on 11-11-99 at 7:00 P.M., Wright-Hennepin Office in Rockford.
